Meet Our Co-Founders

Mark Neagley

President / Co-Founder
NCC’s co-founder more than 40 years ago, Mark initially specialized in the adaptive reuse of historic structures, with a focus on craftsmanship, quality, and sustainability. Under Mark’s leadership, this passion and focus remain at the roots of the company even as NCC’s experience, portfolio and team grows. Mark’s deliberate company growth pattern, with a focus on team members’ proficiencies and opportunities across a wide range of project types, sizes, and delivery methods are keys to NCC’s success.

Mark provides leadership support to project teams and facilitates employee professional development plans for the NCC team. Mark is active in property and real estate development, having successfully led the creation of South Burlington’s Meadowland Business Park.

Mark and his wife love to travel, spend time with their children and grandchildren, and enjoy the magic of living in a place as beautiful as Vermont.

Tom Chase

Co-Founder
Tom began his journey in the construction industry upon graduation from University of Vermont with his B.S. in Civil Engineering in 1963. He spent the first decade of his professional career working with Corning Glass Works in engineering and construction roles in New York and various international locations.

From Corning Glass Works Tom moved on to a multi decade career at Vermont-based Pizzagalli (now PC) Construction. Tom’s career with PC culminated as President and Chief Operating Officer, with several career highlights in building various employee development programs as well as organizational management tools.

In 1998, with 25 years of experience in the Construction Industry, Tom teamed with Mark Neagley to transform the Neagley Construction Company to Neagley & Chase Construction Company (NCC). Tom’s previously held NCC role as C.E.O. allowed him to continue to utilize his strengths in team leadership, initiating and implementing new ideas, organizational and individual development.

Now, with an additional 35 years of experience, growth and success, Tom has shifted his focus from the daily operations of NCC towards his development work throughout Chittenden County. His focus on community, efficiency, skills and mentorship continues to be guiding forces of his work.

Tom now divides his time between Vermont and Florida, spending time outdoors and being active with family and friends.
